SME handbook for LGUs launched

 

 

The DTI’s Bureau of Small and Medium Enterprise Development (BSMED) will launch a handbook which showcases good practices on streamlining business registration of selected local government units (LGUs). Such practices promote the development of SMEs as well as improve the revenue generation of LGUs.

The stringent procedures of business registration in the Philippines tend to discourage local businesses, particularly SMEs from securing business permits. This reality constrains entrepreneurs from flourishing and formalizing their business, forcing them to remain in the informal economy. It also deters LGUs’ ability to increase revenues derived from business taxes.

The handbook which is an initiative under the SME Development Plan was crafted with the support of the German Technical Cooperation-Small and Medium Enterprise Development for Sustainable Employment Program (GTZ-SMEDSEP). The handbook was launched yesterday at the Manila Hotel during the LCP (Leagues of Cities of the Philippines) National Convention.

The handbook "Good Practices: Streamlining Business Registration in LGUs" features the good practices in business processes in business permit and licensing (BPL) done in 16 LGUs nationwide. There are six common good practices categories which are contributory to the improved issuance of business permits and licenses. These include: 1) process improvement – making business registration as simple and short as possible; 2) business one stop shop (BOSS) – convening all offices involved in the BPL process in one area; 3) computerization – the use of ICT in BPL process; 4) partnership and participation – developing multi-sectoral alliances to achieve a common goal or improve performance; 5) information, education and communication (IEC) – informing potential and existing customer about the requirements, procedures, and renewal process; and 6) customer satisfaction – obtaining client feedback and providing amenities as well as training staff to provide excellent customer service.
